CONSIDERATION OF COMMUNITY CAPITAL FUNDING FOR UBRAN MINISTRIES

Mr. David Cooke informed the Board that Urban Ministries has requested $500,000 from Wake County’s Community Capital Projects Fund as part of their $5 million capital campaign to help the organization move into new offices and improve its operations. Their current facility will become unavailable in February 2007, and they purchased a new facility on June 30, 2006.

Urban Ministries’ capital campaign has already received $2.9 million in cash and commitments and has identified potential funding sources, including Wake County, for the remaining $2.1 million. By accepting these funds from the County, the Urban Ministries agrees that it will neither require nor request funds in the future for the on-going operation of the facility.

Commissioner Bryan motioned, seconded by Commissioner Ward, to authorize funding the $500,000 for Urban Ministries from the County’s Community Capital Projects Fund as part of their capital campaign. Commissioner Bryan expressed that the Business Plan provided on this project was extremely well done and could be used as a model for other projects. Board members spoke in strong support of this request. Following discussion, Commissioner Gardner offered an amendment to the motion to increase the funding for Urban Ministries to $600,000. The amendment was accepted by Commissioners Bryan and Ward and the amended motion unanimously passed.

PUBLIC COMMENTS

1. John Speights, PO Box 12743, Raleigh, NC provided patriotic information and flag etiquette as well as briefed the commissioners on upcoming events.
2. Randy Miller, Police Benevolence Association, Wake Forest, presented the Board with a Resolution supporting House Bill 142 – Law Officers’ 25 year Retirement and requested the Board’s support.
3. Kent Goddard, Merriweather Circle, Raleigh, spoke in support of the Psychiatric Facility Fund which failed in the Legislature. He also spoke on the flooding around Crabtree Valley and flash flooding in the area.
4. Andy Miller, Timberlake, President of the North Carolina Police Benevolence Association, asked for the Board’s support on the Resolution supporting House Bill 142 – 25 year Retirement for Law Officers. He asked the Board to take action on this item today.
5. Karen Ridge, 3303 Clark Avenue, Raleigh, representing the “WAKE UP” group, spoke in support of the Blue Ribbon Committee’s report and recommendations. She supported the implementation of impact fees and a menu of revenues to be approved by the Legislature.

RESOLUTION INTRODUCING GENERAL OBLIGATION BOND ORDER FOR SCHOOLS IN THE AMOUNT OF $970 MILLION, APPROVING SWORN STATEMENT OF DEBT, AND SETTING PUBLIC HEARING FOR AUGUST 21,2006

Upon motion by Commissioner Ward, seconded by Vice Chairman Webb, the Board voted five to one to accept the following bond order for General Obligation Debt, approve the Sworn Statement of Debt as follows, schedule a public hearing on August 21, 2006 and authorize the publication of the notice of public hearing on the bond orders. Commissioner Jeffreys voted in opposition to the motion and Commissioner Council was absent.
