Approved minutes of the Commissioners’ meeting for August 15 and 20, 2007.
Received a report from State Representative Paul Stam who shared information on the Land Transfer Tax and a House Bill 388 which would allow tax credits for children with special needs.
Approved by consent all agenda items as follows:
Accepted a three-year grant totaling $168,388 from the John Rex Endowment to continue the Child Health and Development Program and revised the budget accordingly.
Approved a two-year agreement with Kessler Consulting, Inc. for $88,500 to provide recycling and waste reduction consulting services to Wake County.
Approved an appropriation increase in the Grants and Donations fund for programs that will be moved from the general fund.
Approved the records retention and disposition schedule for Wake County government records.
Approved the recommendations from the tax committee for value adjustments, late filed applications, collections refunds and tax collections report. Also approved the consideration of refunds of Excise tax – Register of Deeds.
Acted on these items under the regular agenda:
Held a public hearing and adopted an ordinance designating Midway Plantation as a historic landmark.
Received a presentation of rules, schedules and standards for 2008 Real Property revaluation. Instructed the Revenue Director to place an ad in the newspaper to indicate both market values and use value schedules have been received by the Board for review and are available for public inspection in the Revenue Department. A public hearing is scheduled for Monday, October 1, 2007.
Approved the request from the Carolina Ballet to change the project scope for the use of previously approved occupancy and prepared food and beverage tax revenues
Authorized the Board of Education to purchase 47.73 acres of land in the Rolesville area at a cost of $2,645,000 for a middle school (M-6) in the Rolesville area. Also requested the Board of Education to meet with Town of Rolesville officials to pursue other possible development sites.
Received a first reading of a request from the Board of Education for quarterly appropriation and re-allocation of CIP 2006 funds. Item to be placed on the September 17, 2007 agenda.
Approved the execution of individual South Wake Waterline repayment agreements with the towns of Holly Springs, Fuquay-Varina, Cary and Apex, subject to terms and conditions acceptable to the County Attorney. Authorized the Chairman to execute all appropriate easements, deeds and other documents to convey property rights and ownership of improvements to the towns of Holly Springs, Fuquay-Varina, Cary and Apex, subject to review and approval by the County Attorney.
Approved a guaranteed maximum price contract (GMP) of $23,605,566 with the previously selected construction manager at risk, Barnhill Contracting Company, Raleigh, for construction of the Davie Street Parking Deck. Also authorizes the Chairman to execute contract documents with Barnhill Contracting Company establishing the terms, conditions and GMP amount of $23,605,566. Contract documents to be reviewed and approved by the County Attorney.
Approved the selection of CIGNA as the third-party administrator to manage the County's health care plan, as well as the rate structure for calendar year 2008
Approved appointments to Wake County Adult Care Home Community Advisory Committee and Wake County Board of Adjustment.
