Approved by consent all agenda items as follows:
Approved the receipt of funds, from Title I Funding Section 251 of the Help America Vote Act, for electronic records access at polling places in the amount of $567,000.00 and approved the appropriate budget revision
The HAVA grant funds will be disbursed through the State Board of Elections.
Adopted an ordinance renewing Rex Hospital’s ambulance franchise for operation of a medical care transportation service for convalescent-care transport in Wake County, pursuant to the requirements of Chapter 2-7, Article III, Wake County Code of Ordinances
This was the second reading.
Approved the agreement with Sprint for $68,220 to provide dedicated, secure, data connection, and managed network services to support the County's mobile wireless data service. The agreement authorizes the county manager to execute contracts on behalf of Wake County for these services.
Approved an agreement with Western Telecommunications Consulting, Inc., for $354,046 to provide consulting services to assist Wake County in the development of a five-year to seven-year Strategic Telecommunications Infrastructure Plan. The agreement authorizes the County Manager to execute a contract on behalf of Wake County for these services.
Accepted $81,245 of additional Home and Community Care Block Grant funding from the NC Division of Aging and revised the budget accordingly
Appointed Dr. Kelli Ferris, DVM and Dr. Brenda Stevens, DVM as Animal Cruelty Investigators for a one-year term effective July 10, 2007.
Approved recommendations from the Tax committee for value adjustments, late filed applications, collections refunds, and tax collections report.
Acted on these items under the regular agenda:
Approved and forwarded a resolution to the North Carolina Department of Transportation requesting a bridge dedication in memory of Highway Patrolman Robert R. East.
Held a public hearing and adopted the 2007 Wake County Southwest Area Land Use Plan and the attached ordinance amending the Wake County Land Use Plan.
Held a public hearing and approved a request for grave disinterment, removal, and re-interment for the Ballentine Cemetery, located off of Piney Grove-Wilbon Road and Wade-Nash Road.
Introduced and approved resolution of General Obligation Bond Orders for Open Space bonds in the amount of $50 Million, Wake Technical Community College bonds in the amount of $92 Million, and Library Facilities bonds in the amount of $45 Million. Approved Sworn Statement of Debt, and set public hearings for August 6, 2007.
Received a report from Commissioner Kenn Gardner about Wake County Public Schools' budget reporting procedures.
Received a first reading of a request from the Board of Education to appropriate and reallocate CIP 2006 funds, in the amount of $4,416,307, for renovation projects. This item will be placed on the August 6, 2007, agenda.
Received the second reading of a request by the Board of Education to purchase a 9 acre tract at $125,000 per acre and a 10.63 acre tract at $140,000 per acre, for an assemblage of 19.63 acres for a new elementary school (E-30) in the northwest Cary area totaling $2,613,200.
Received the second reading of a request by the Board of Education to purchase 45.79 acres of land in the Rolesville area, at a cost of $75,000 per acre totaling $3,434,250, for a middle school (M-6). Authorized the Board of Education to proceed with the development of a middle school in accordance with the attached concept plan with all excess property (+/- 10) acres to be surplused according to the policies of the Board of Education and the Board of Commissioners.
Received the first reading of a request from the Board of Education for land acquisition for a high school in Garner (H-8) and placed the item on the August 6, 2007, agenda.
Approved the purchase of 3,948 acres of Cedar Fork Creek Open Space from the McGovern family for $41,454, and authorized the county manager to execute contracts for the purchase of this property subject to terms and conditions acceptable to the County Attorney.
Allocated an additional $160,991.65 in federal Community Development Block Grant funds to infrastructure improvements for the Consolidated Pines Subdivision in Fuquay-Varina.
Awarded a roadway and utility construction contract for the Consolidated Pines Subdivision in the amount of $459,283.65 to Narron Construction of Middlesex, NC.
Received and approved a proposal from Teer Associates and Kite Realty Group, Inc. to exchange county-owned leasehold interests, radio communication tower, and equipment with an estimated value of $2.6 million and located at 5100 NC Highway 55, for like facilities located at 5300 NC Highway 55. Authorized the County Manager to execute a contract with Teer Associates and Kite Realty Group Inc. for the relocation of this tower and equipment.
Approved a lease agreement with Broad Reach Investments, for approximately 21,757 square feet on the first, second and third floors of 224 Fayetteville Street and second floor of 226 Fayetteville Street in Raleigh for a term commencing June 1, 2008, and ending June 30, 2013, for the relocation of probation and parole offices. Authorized the County Manager to execute the lease on behalf of Wake County.
Approved the conveyance of an approximate 1.482 acre 30 foot wide permanent sewer easement, an approximate 1.759 acre temporary construction easement on both sides of the permanent easement, and an approximate 0.352 acre temporary sewer easement as described above to the Town of Holly Springs subject to terms and conditions acceptable to the county attorney.
Authorized County staff to proceed with the following acquisition to support the development of the Little River Reservoir Project:
Approved the settlement for the acquisition of approximately 75.005 acres owned by H. Franklin Eddins in the amount of $925,000.
Approved an agricultural lease for $1.00 per year, for a period of no less than five years with H. Franklin Eddins, as a part of the consideration for the purchase of 75.005 acres. Authorized the County Manager to execute the agricultural lease on behalf of Wake County.
