Approved minutes of May 5, 2003 meeting.
Received an annual report from Ray Champ, President and CEO of WakeMed.
Approved by consent all agenda items as follows:
Agreement with Progress Energy Carolinas, Inc., for the co-location of radio communication equipment at the County-owned north tower site and authorized the County Manager to execute the agreement on behalf of Wake County.
Conveyance of a permanent utility easement and temporary construction easement to the City of Raleigh at Creech Road Elementary School Park, subject to terms and conditions satisfactory to the County Attorney.
Ratification of the execution of the lease amendment with the Raleigh-Durham Airport Authority for the relocation of the Lake Crabtree County Park Entrance.
Workforce Development funding in the amount of $766,718.00 to the Workforce Development Project Ordinance with the appropriate budget revision to increase appropriations in the Workforce Development Special Revenue Fund.
Resolution Dissolving Triangle East Regional Sports Authority. The Authority was created to facilitate the operation of Five County Stadium and is no longer needed since Wake County has acquired 85% ownership in the stadium, and the operating lease with the Authority has been voided.

Received the recommended fiscal year 2003-04 budget for consideration and approved the following:
A public hearing on the budget during the Board of Commissioner’s regular meeting on Monday, June 2, at 2:00 p.m. in the Board Room of the Courthouse, and also that day at 7:00 p.m. at the Commons Building; A budget work session on Monday, June 9, at 10:00 a.m.; scheduled consideration of the budget for adoption on Monday, June 16, during the Board of
Commissioner’s regular meeting, which begins at 2:00 p.m.
Held a public hearing and adopted an amendment to prohibit development and fill within the 100-year floodplain. The ordinance prohibits development and fill within the 100-year floodplain with the exception of those uses allowed in the watershed water-supply buffers under the Zoning Ordinance (e.g., roads, utilities, water-dependent projects). This amendment expressly prohibits the placement or construction of new structures within any portion of the 100-year floodplain, which comprises the floodway and the adjacent flood fringe areas.
Held a public hearing and adopted Ordinance Amendment OA 02/02 to Consolidate Water-Supply Watershed Regulations and Regulating Riparian Buffers. The ordinance amendment accomplishes three primary objectives: (1) consolidation of the water supply watershed regulations into a new section of the ordinance; 2) implementation of the Comprehensive Watershed Management Plan’s recommendation for increasing riparian buffer widths along perennial streams; and (3) clarification of allowed exceptions to the rule that vegetation not be disturbed within the required riparian buffers.
Referred to the Commissioners’ Committee on Growth, Land Use and Environment criteria for County partnership participation with municipalities and nonprofits in purchase of open space lands. County administration has established a procedure that includes reviews by both an internal staff Land Acquisition Review Committee (LARC) and the Board-appointed Open Space Advisory Committee (OSAC). Proposals must go through this process prior to being placed on the Commissioners’ agenda for action. Once the review commences, the LARC will use the adopted basic criteria in evaluating the proposals.
Approved the 2003 Housing and Community Revitalization Action Plan and authorized the Board Chairman to sign documents necessary to implement the plan. The 2003 Action Plan identifies activities planned from July 1, 2003, through June 30, 2004, to address housing and community development needs of low-income families in Wake County.
Approved a request from the Healing Place for Women and Children and authorized the following: the County Attorney to negotiate a lease agreement subject to approval by the Board of Commissioners and completion of a site analysis by the City of Raleigh, identification of a source of capital funds, and adherence to the process set by the Community Capital Projects account (waiving the criteria regarding County funding for operating assistance). County staff will review a business plan and make recommendations on future operating funding sources.
Voted to reconsider a resolution approving a request from the Wake County Board of Education appropriating $3,404,561.00 and reallocating $3,569,174.00 for various projects within the Wake County Public Schools’ Plan 2000 Building Program.
Voted to make approval of a request from the Wake County Board of Education, appropriating $3,404,561.00 and reallocating $3,569,174.00 for various projects within the Wake County Public Schools’ Plan 2000 Building Program, contingent upon requested information being provided to Commissioners by the School System.
Voted to require a two-step process for consideration of School System capital projects: first, to receive the appropriation request with relevant informational materials at the first meeting with Commissioners; second, to discuss and vote on the request at the next Commissioners’ meeting.
Approved the acquisition of one acre including a 1,061-square-foot home owned by Alfred C. Avery at a purchase price of $90,000.00, to support the development of the Little River Reservoir Project.
Approved the acquisition by contract or eminent domain of .13 acres from Craig and Debra Thalhamer, located at 729 Wimberly Road, for $4,000.00 to support the development of the American Tobacco Trail.
