Approved minutes of the Commissioners’ meetings for May 14, 16 and 21, 2007.
Received presentation of the 2007 Wake County Public Libraries Master Plan.
Approved by consent all agenda items as follows:
Appointed Scott W. Warren as the Wake County Attorney effective May 23, 2007.
Accepted a $36,453 grant subcontract from WakeMed for a one-year evaluation of a system to track patients during a major emergency. The grant is made possible through the US Department of Health and Human Services Health Resources and Services Administration’s Bioterrorism Preparedness Grant Program.
Authorized the County Manager to execute an amended purchase agreement for the Wendell Falls open space tract of 125.76 acres for $3,020,000, subject to terms and conditions acceptable to the County Attorney.
Accepted the dedication of 16.831 acres of Lowery Creek open space from Hasentree Corporation.
Authorized the Board Chairman to execute an agreement for billing and collecting taxes on Town of Clayton property located within Wake County.
Approved Tax Committee recommendations for value adjustments, late-filed applications, collections refunds and tax collections reports, as well as refund of excise taxes paid in error as requested by the Register of Deeds.
Approved a land acquisition of 32.33 acres in the Apex area at a cost of $105,165 per acre, totaling $3,400,000, for an elementary school and a future Town of Apex neighborhood park.
Approved a land acquisition of 16.8 acres from Wendell Falls Development, LLC, in the amount of $40,000 per acre, totaling $672,000, for an elementary school.
Acted on these items under the regular agenda:
Received recommendations from the Little River Watershed Workgroup and approved next steps as follows:
Initiate the process to consider amending the Wake County Land Use Plan (LUP) to rezone property in the critical area of the Little River Watershed from R-80W classification to R-120W classification; and
Initiate a process to execute an interlocal agreement among the County and municipalities.
Approved the execution of an interlocal agreement with the City of Raleigh for the Little River Reservoir Project.
Awarded a one-time cash grant in the amount of $200,000 to PLM Families Together to help pay down the first mortgage and a line of credit on property it owns, and awarded a matching grant of up to $100,000 for funds that PLM Families Together is able to raise for the same purpose between July 1, 2007, and June 30, 2008. PLM Families is a non-profit corporation that provides temporary housing and services to homeless families in Wake County.
Held a public hearing on the County Manager’s FY 2008 Recommended Budget.
Authorized the County Manager to enter into an agreement with Rolesville EMS, Inc., and the Town of Rolesville providing for use of Wake County EMS System resources for Rolesville EMS, Inc., operation of an ambulance that is not part of the Wake County EMS System upon approval of this agreement by the Town of Rolesville and Rolesville EMS, Inc.
Approved an annexation petition to the Town of Apex for the County-owned property located at the Feltonsville Landfill.
Rejected all offers received prior to April 30, 2007, for the purchase of the approximate 33 acres identified as Wake County Tax ID# 0186726. Proposed to accept an offer from Garon Reeves for the purchase of the approximate 33 acres for $2,640,000 subject to the requirements of NC General Statute 160A-269 and terms and conditions acceptable to the County Attorney.
Approved the acquisition of approximately 16.93 acres for the proposed Southeast Wake County Park from Alton Kornegay at a purchase price of $142,000.
Received a report from the Wake County Board of Education requesting the reallocation of $310,000 of Plan 2000 funds. This was the first reading of the request.
Received a report from the Wake County Board of Education to request the appropriation and reallocation of CIP 2006 funds. This was the first reading of the request.
Received the first reading for a request from the Board of Education for land acquisition for school sites E-31 and M-12 in the Garner area.
Recessed until 7:00 p.m. for a public hearing on the County Manager’s FY 2008 Recommended Budget, held at the Wake County Commons Building. Twenty-two citizens signed up to speak, and others attended in support, regarding the proposed budget, addressing issues including services for people with mental illness, funding for Wake County Public Schools and concerns on a proposed property tax increase.
