The Fiscal Year 2007 Budget Calendar.
Use of an additional $35,000 of Open Space funds for the acquisition of the remainder of the Williamson Tract in the Marks Creek Watershed from the Trust for Public Land, making the total sales price $2,835,000 for 189.99 acres.
Conveyance of an easement to Progress Energy Carolinas, Inc., for the installation and maintenance of electrical service facilities across County-owned property located on US Hwy 401, subject to terms and conditions satisfactory to the County Attorney.
Conveyance of a Natural State Preservation Easement acceptable to the County Attorney to the Town of Cary on an area containing approximately 7,980 square feet on the site of the West Regional Library.
Award of a utility construction contract for the South Loop Road (Little Drive) Water Lines in the amount of $314,455 to HB West, Inc., of Smithfield, North Carolina.
Award of a construction contract for the upfit of the Wake County Office Building 3rd floor to JD Beam, Inc., of Raleigh, in the amount of $377,400.
Authorized the County Manager to execute an interlocal agreement with the Town of Apex for management and maintenance of Wake County’s computer-aided dispatch (CAD) system and amendment of an existing interlocal agreement with the Town of Holly Springs for management and maintenance of Wake County’s CAD system.
Amended Wake County Emergency Operations Plan and adoption of a resolution that adopts the National Incident Management System for use in Wake County.
A total of $145,200 in recurring State funds to enhance community provider capacity to serve individuals who are referred for treatment by Wake County’s Drug Treatment Court.
A total of $99,185 in recurring State funds to purchase Supported Employment Long-Term Follow-Along services for adults with developmental disabilities.
Workforce Development funding in the amount of $1,210,578.44 to the Workforce Development Project Ordinance with the appropriate budget revisions to increase appropriations in the Workforce Development Special Revenue Fund.
A budget revision increasing the Sheriff’s Office expenditure budget by $68,708 with corresponding appropriation of fund balance of $63,708 and grant revenue of $5,000.
A three-year contract for telephone book recycling with Waste Industries for a total cost of $182,443.
A three-year Microsoft Enterprise Licensing Agreement, authorizing the County Manager to execute contracts on behalf of Wake County for the agreement.
Acted on these items under the regular agenda:
Held a public hearing and adopted Ordinance Amendment OA 05/10 to amend the Wake County Erosion and Sedimentation Control Ordinance and incorporate it into the Unified Development Ordinance.
Held a public hearing and approved Petition ZP-852-05: Proposal to rezone 26.857 acres in the Amber Ridge subdivision from Conditional Use-Residential-20 (CU-R-20) zoning with eight conditions to CU-R-20 with four different conditions. The rezoning changes the minimum allowable lot size from 30,000 square feet to 6,000 square feet and increases the number of permissible lots from 38 to 58. The site is located at the end of Rider Drive adjacent to the northern side of the US Hwy 64 Bypass.
Approved the agreement to host the 2006-2008 Mid-Eastern Athletic Conference basketball championships in Raleigh at the RBC Center. This year’s tournament is scheduled to be played March 6-11, 2006.
Approved a six-month extension, terminating June 30, 2006, to the contract with Capital Area Soccer League for the operation, use and management of Cedar Fork District Park soccer complex, subject to terms and conditions acceptable to the County Attorney.
Authorized the County Manager to enter into an interlocal agreement with the Raleigh-Durham Airport Authority for use and support of Wake County’s 800-megahertz radio system.
Approved the reallocation of $10,000 in Fiscal Year 2003-04 and $10,000 in Fiscal Year 2004-05 Community Development Block Grant funds to help with the renovation of a building owned by the Town of Garner for use as a police substation. The substation, located at 120 East Main Street, will serve a neighborhood composed primarily of low-income families.
Approved entering into a grant agreement with the North Carolina Clean Water Management Trust Fund in an amount of up to $714,000, subject to terms and conditions acceptable to the County Attorney, and approved the necessary budget revision for appropriation of grant revenues in the amount of $714,000 into the Southeast Regional Park Capital Improvement Plan land acquisition fund.
Received information from the Wake County Board of Education to reallocate Plan 2000 funds. This item will be placed on the February 6, 2006, agenda.
Received a report from the Wake County Board of Education on a request to recognize pre-Plan 2000 and Plan 2000 savings, and to appropriate and reallocate those savings to Plan 2004. This item will be placed on the February 6, 2006, agenda.

Made additional appointments to the Blue Ribbon Committee on infrastructure investment for Wake County.
Approved the Board of Commissioners’ 2006 retreat agenda. This year’s retreat will be held January 27 in Estey Hall at Shaw University and January 28 at the Bass Lake Park and Retreat Center in Holly Springs.
Appointed the 2006 Board of Equalization and Review for hearing taxpayers’ appeals and adopted the necessary resolution.
Made appointments to various boards, commissions and committees.
Authorized staff to proceed with the following acquisition to support the development of the Little River Reservoir Project:
Acquisition of a flood easement on approximately 0.665 acres owned by Ronnie and Carolyn Perry at a purchase price of $10,000;
Acquisition of a flood easement on approximately 0.529 acres owned by James and Rhonda Alford at a purchase price of $10,000;
Acquisition of a flood easement on approximately 0.595 acres owned by Ronnie and Carolyn Perry and Mildred Perry at a purchase price of $96,000;
Acquisition of approximately 19.136 acres owned by Donn Liles and Beth Liles at a purchase price of $12,000 per acre; and
Acquisition of approximately 42.439 acres owned by Susan and Thomas Blackard, Donn Liles and Francis Liles at a purchase price of $11,000 per acre.
Authorized the County Manager to execute contracts on behalf of Wake County for the purchase of the above property.
