Approved minutes of the Commissioners’ meetings for July 9 and 23, 2007.
Recognized Don Boelter for being named North Carolina Building Inspector of the Year by the North Carolina Building Inspectors Association.
Recognized the Planning and Emergency Medical Services departments for receiving 2007 NACo Achievement Awards from the National Association of Counties during their national convention in Richmond, Virginia. Recognized the Information Services department for receiving an award by the Center for Digital Government. The County's Public Affairs department was recognized for receiving an award from the National Association of County Information Officers.
Received report from the Wake County Groundwater Sustainability committee.
Approved by consent all agenda items as follows:
Accepted $90,000 in non-recurring funds from WakeMed to provide HIV treatment services. Funds will be used to hire two temporary employees that will assist in the care of HIV patients.
Authorized the County Manager to accept and sign the grant award from the Governor's Crime Commission in the amount of $7,436. The one-time grant will be used for the Sheriff's department's Crisis Intervention Team. Approved a budget revision for the Sheriff's Office in the amount of $9,915.
Approved three, multi-year contracts for Solid Waste Facility Services. Approved two-year agreements with Siemens Water Technologies Corporation for used oil, oil filters, and antifreeze recycling. Blue Rhino for propane cylinder recycling, and Forever Clean Portable Toilets, Inc. to provide portable sanitation services. Authorized the County Manager to execute contracts on behalf of Wake County for these services.
Passed resolution declaring the official intent of the County to reimburse expenditures with proceeds of debt
Approved staff recommendation to contract with Tax Reduction Specialists to perform sales tax reallocation and review services.
Approved the conveyance of an easement to Progress Energy Carolinas for installation and maintenance of electrical service facilities at the South Wake Landfill, subject to terms and conditions acceptable to the County Attorney.
Approved recommendations from the Tax Committee for value adjustments, late filed applications, collections refunds, and tax collections report.
Acted on these items under the regular agenda:
Held a public hearing and adopted a resolution granting the recommended ETJ extension for the Town of Apex by approximately 8,937 acres
Held a public hearing on the bond orders and adopted an order authorizing
$50,000,000 General Obligation Open Space Bonds; an order authorizing $92,000,000 General Obligation Community College Bonds; and an order authorizing $45,000,000 General Obligation Library Facilities Bonds. Authorized the publication of the bond orders and passed resolution calling for bond referenda to be placed on the October 9, 2007, ballot.
Authorized Wake County to accept a reduced payment on an outstanding housing rehabilitation loan for 113 W. Sycamore Street, Wendell. The current loan balance is $45,759.
Accepted $246,564 in Ryan White Part B Emerging Community funds for Wake, Franklin, and Johnston counties, establishing a 1.0 FTE Physician Extender position, and revising the budget accordingly. The funds are non-recurring.
Accepted $29,596 of recurring funds from Wake County Smart Start to establish one 0.5 FTE Human Services Senior Practitioner position and revised the budget accordingly.
Received a second reading and approved a request from the Board of Education to appropriate and reallocate CIP 2006 funds, in the amount of $4,416,307, for renovation projects.
Received a first reading of a request from the Board of Education for the reallocation of CIP 2006 funds and placed the item on the August 20, 2007, agenda.
Received a third reading and authorized the Board of Education to purchase a nine-acre tract at $125,000 per acre, and a 10.63-acre tract at $140,000 per acre, for an assemblage of 19.63 acres for a new elementary school E-30, in the northwest Cary area totaling $2,613,200.
Received the second reading of a request from the Board of Education for land acquisition for a high school in Garner (H-8).
Received an update on the implementation of the sales tax agreement approved by the Commissioners and the Board of Education in March 2007.
Approved the acquisition of approximately 2.58 acres adjacent to Randleigh Farm in partnership with the City of Raleigh from Ronald S. Lassiter at a purchase price of $58,000.
Authorized the County Manager to execute the purchase contract on behalf of Wake County, subject to terms and conditions acceptable to the County Attorney.
Approved Interlocal Agreement with the City of Raleigh for the design, construction and joint use of a new law enforcement-training center.
Approved the acquisition of approximately 17.5 acres at $10,500.00 per acres, in the Cedar Fork Creek Watershed from Leroy Pearce as part of the County's Open Space Preservation Program.
Appointed Commissioner Joe Bryan to represent Wake County as a voting delegate at the North Carolina Association of County Commissioners state convention to be held August 16-19, 2007, in Fayetteville.
