: The Planning Board Subdivision Committee will meet earlier the same day at 2:30 p.m. in Room 704 of the Wake County Courthouse to review the preliminary subdivision plan and variance request for [S-50-00] Buckingham Manor (Cluster); preliminary subdivision plan for [S-51-00] Margaret Haithcock; and preliminary subdivision plan for [S-49-00] Bedford Subdivision, all recommended for denial by the Subdivision Administration Office.

a. [S-30-00] Preliminary Subdivision Plan for The Park At Langston:
Proposal to subdivide a 32.42 acre parcel, zoned R-30, situated north of Optimist Farm Road between West Lake Road and Bells Lake Road and south of the proposed Southern Wake Expressway into 26 lots for a Cluster Subdivision. PIN 0679.01-49-0224 - recommended for approval subject to the following conditions:
1. Label use of open space as per Subdivision Ordinance [Section 3-4-3(E)];
2. Prior to construction plan approval, the County will by the authority granted in Section 3-1-15 of the Subdivision Ordinance accept the dedication of Alphawood Drive as shown on the Langston subdivision. As a condition of approval, this road must be constructed to NCDOT standards prior to record plat approval;
3. Revise lots 6 and 7 to have at least 30 feet of frontage [Section 3-4-3(D)], and;
4. Note that Planning Board is approving a phasing plan of less than 6 lots for Phase 2. [Section 3-3-18].

Preliminary Subdivision Plans (including associated variances) -
[These are applications for approval of preliminary plans for the division of land into lots, which are reviewed for compliance with standards set forth in the County's Subdivision Ordinance. If the plan complies with all applicable standards, the Board must approve it; if not, the Board must either deny it or approve it with conditions specifying actions that will ensure such compliance. These applications may be accompanied by applications for hardship variances from the Subdivision Ordinance's standards, which must be decided before review of the preliminary subdivision plan. The Planning Board may grant a variance only after it hears evidence as to hardships due to the land or parcel, makes findings of fact supported by the presented evidence, and, based on those findings of fact, concludes that: (a) strict application of the relevant standard would prohibit subdivision of the parcel in accord with the spirit and intent of the Subdivision Ordinance because of extraordinary circumstances peculiar to the parcel; (b) the variance is necessary to avoid extraordinary and unnecessary hardship; and (c) the variance will not result in detriment to the public interest or violate the intent and purpose of the Subdivision Ordinance. The applicant bears the burden of presenting sufficient evidence to allow the Board to make findings of fact and reach the required conclusions.]

Request for hardship variance from the Subdivision Ordinance's 1000-foot maximum length requirement to allow a proposal to subdivide a 35.198-acre parcel, zoned R-80W, situated on the east side of Raven Ridge Road, into 17 lots. PIN 1719.02-66-4216 - recommended for denial.
