a. [S-33-02] Preliminary Subdivision Plan for Jackson Property:
Request to approve a preliminary plan for a lot-by-lot subdivision of an 11.4-acre tract into 5 lots. Located in the northwest quadrant of the intersection of Falls of the Neuse Road and Interstate 540, zoned R40-W Special Highway Overlay District, the site is located in an area designated as residential on the Wake County Land Use Classification Map and is defined as a non-urban area/water supply watershed on the General Classifications Plan. PIN 1718.19-42-8888. Staff recommends approval subject to the following conditions:
1. Impervious surface requirements shall be met;
2. Barton's Creek Road will be extended across the buffer to provide a public crossing of the watershed buffer and enable lots 1 and 2 to be accessed; and
3. Lot 5 will not be recorded until ability to provide for wastewater is shown and access design to Falls of the Neuse Road is approved by the North Carolina Department of Transportation.
4. Rezonings:

Request to rezone a 4.3-acre portion of a 24-acre parcel from Mobile Home (MH) District to R-30. Located in the southeast quadrant of the intersection of Lake Wheeler Road and Dogwood Acres Drive, the site is located in the Fuquay-Varina Long-Range Urban Services Area. Heard before the Board at its 08/07/02 meeting, the Board deferred this request to allow the petitioner an opportunity to revise the plan. The petitioner is requesting a variance from Section 3-4-8(D)(9)(a) cul-de-sac length in order to build a new private road off of Poodle Lane which will exceed the 900 feet cul-de-sac limit. The parcel is located north of Hwy. 96 off of an existing private road (Poodle Lane). PIN 1788.04-81-5783.
