a. [S-54-00] Preliminary Subdivision Plan for Olde Waverly cluster (revised) :
Proposal to subdivide a 131-acre parcel, zoned R-30, situated on the east side of Purfoy Road, between Holland Road and Angier Road, in the southern part of Wake County, into 75 lots. PIN 0665.02-77-6538 - recommended for approval as submitted. (History: This subdivision was previously approved by the Planning Board on January 2, 2000 as a Cluster subdivision with public water. The main reason the plan has been resubmitted is the change from public water supply to individual wells. The Fuquay-Varina Eastern Expressway is designed to run along the southern side and through the east side of the proposal. The designers have accommodated the plan for this expressway. The previous cluster division plan [S-71-00] had 97 proposed lots but this change has reduced the number of lots to 75.)
b. [S-55-00] Preliminary Subdivision Plan for Buckhead:
Proposal to subdivide a 12.6-acre parcel, zoned R-30, situated on the north side of Shepard School Road, between Rosinburg Road and Oakley Road, in the eastern part of Wake County, into 10 lots. PIN 2707.04-81-8938 - recommended for approval as submitted.
c. [S-56-00] Preliminary Subdivision Plan for Turner Downs (formerly Westchester Downs):
Proposal to subdivide a 124.11-acre parcel, zoned R-30, situated on the west side of Rock Service Station Road at the intersection with Pagan Road, south of Old Stage Road, and Oakley Road, in the southeastern part of Wake County, into 130 lots. PIN 0698.04-8900 - recommended for approval subject to the following condition:
1. That the portion of tract east of Rock Service Station Road be divided off and recorded prior to Record Plat approval.

Rezonings -
[These are petitions to amend the County's Zoning Map to reclassify land from one zoning district to another, thus subjecting the site to a different set of zoning regulations. The Planning Board reviews these petitions in an advisory capacity, recommending that the Board of Commissioners either approve or deny the petition. The Board must base its recommendation on whether or not the proposed rezoning is consistent with the County's Land Use Plan and otherwise advances the public health, safety, and general welfare.]
a. [ZP-798-00]: West side of Fayetteville Road (US 401):
Request to rezone 17 acres from Residential-40W to Conditional Use Residential-40 and Watershed Management Area Overlay (WMAO). Located on the west side of US 401 South, a major thoroughfare, about 0.2 miles southwest of its intersection with Manor Ridge Drive. (History: At the February 7, 2001 meeting, the Planning Board discussed this item. At the request of the applicant, the Board delayed action to allow for revisions.)

6. Preliminary Subdivision Plans (including associated variances) -
[These are applications for approval of preliminary plans for the division of land into lots, which are reviewed for compliance with standards set forth in the County's Subdivision Ordinance. If the plan complies with all applicable standards, the Board must approve it; if not, the Board must either deny it or approve it with conditions specifying actions that will ensure such compliance. These applications may be accompanied by applications for hardship variances from the Subdivision Ordinance's standards, which must be decided before review of the preliminary subdivision plan. The Planning Board may grant a variance only after it hears evidence as to hardships due to the land or parcel, makes findings of fact supported by the presented evidence, and, based on those findings of fact, concludes that: (a) strict application of the relevant standard would prohibit subdivision of the parcel in accord with the spirit and intent of the Subdivision Ordinance because of extraordinary circumstances peculiar to the parcel; (b) the variance is necessary to avoid extraordinary and unnecessary hardship; and (c) the variance will not result in detriment to the public interest or violate the intent and purpose of the Subdivision Ordinance. The applicant bears the burden of presenting sufficient evidence to allow the Board to make findings of fact and reach the required conclusions.]
a. [S-53-00] Maximum Cul-de-sac Length Variance Request and Preliminary Subdivision Plan for Greythorne:
Request hardship variance from the Subdivision Regulation's 900 foot maximum length requirement, to allow a regular subdivision of a 70.84 tract into 38 lots. Zoned R-40W, the parcel is on the southeast side of Penny Road between Graham Newton Road and Holly Springs Road. The hardship variance is sought on the basis of the fact that strict application of the 900 foot maximum cul-de-sac length standard would prohibit the subdivision. Proposal to subdivide 70.84-acre parcel, zoned R-40W, situated on the southwest side of Penny road, between Graham Newton Road and holly Springs Road into 38 lots. PIN 0770.02-58-6678 - recommended for denial.
