a. [S-37-01] Preliminary Subdivision Plan for Cleveland Oaks (Cluster):
Proposal to subdivide a 90.5-acre parcel (45 acres in Wake County), zoned R-30, situated on the south side of Cleveland School Road between NC Highway 50 and the Johnston County line, into 45.12 lots. PIN 1627.01-17-2657 and a portion of 1627.01-07-7494 - recommended for approval subject to the following conditions:
1. Legal access to the residual tract to the west will be resolved by a recombination map or an easement being approved and recorded prior to construction plan approval;
2. Flood Hazard notes will be revised to match current wording on any future plans; and
3. Existing gas tanks will be removed in accordance with regulations.
FYI: The number of lots in an area with two jurisdictions or with split zoning may include partial lots.
b. [S-38-01] Preliminary Subdivision Plan for Wyndhorse:
Proposal to subdivide a 14.85-acre parcel, zoned R-80W, situated on the north side of Old Weaver Road between NC Highway 50 and the Granville County line, into 5 lots. PIN 0884.02-95-2958 - recommended for approval subject to the following conditions:
1. Show additional 5-foot dedication along Old Weaver Road. (This will require slight redesign of tract 1 to include 80,000 square-feet outside of right-of-way.); and
2. Add a 25-foot curve radius on corner of proposed Wyndhorse Lane and Old Weaver Road on property line on the east side of Wyndhorse Lane.
c. [S-41-01] Preliminary Subdivision Plan for Wilbon Ridge, Ph. 3:
Proposal to subdivide 17.95 acres, zoned R-30, situated on the east side of Piney Grove-Wilbon Road, north of the intersection with Rouse Road in southern Wake County, into 13 lots. This is located north of Wilbon Ridge, Phase 2. PIN 0647.02-85-4352; -647.02-95-0157 - recommended for approval as submitted.
d. [S-43-01] Preliminary Subdivision Plan for Rustic Brick:
Proposal to subdivide 10.93 acres, zoned R-30, situated on the east side of Fanny Brown Road, south of Banks Road and Garner, into 9 lots. PIN 0689.01-35-5479 - recommended for approval as submitted.

. Preliminary Subdivision Plans (including associated variances) -
[These are applications for approval of preliminary plans for the division of land into lots, which are reviewed for compliance with standards set forth in the County's Subdivision Ordinance. If the plan complies with all applicable standards, the Board must approve it; if not, the Board must either deny it or approve it with conditions specifying actions that will ensure such compliance. These applications may be accompanied by applications for hardship variances from the Subdivision Ordinance's standards, which must be decided before review of the preliminary subdivision plan. The Planning Board may grant a variance only after it hears evidence as to hardships due to the land or parcel, makes findings of fact supported by the presented evidence, and, based on those findings of fact, concludes that: (a) strict application of the relevant standard would prohibit subdivision of the parcel in accord with the spirit and intent of the Subdivision Ordinance because of extraordinary circumstances peculiar to the parcel; (b) the variance is necessary to avoid extraordinary and unnecessary hardship; and (c) the variance will not result in detriment to the public interest or violate the intent and purpose of the Subdivision Ordinance. The applicant bears the burden of presenting sufficient evidence to allow the Board to make findings of fact and reach the required conclusions.]
a. [S-42-01] Preliminary Subdivision Plan for Tanners Creek:
(only if Subdivision Committee has completed its review) Proposal to subdivide 88.61 acres, zoned R-30, situated on the east side of Poole Road, south of the intersection with Richardson Road in eastern Wake County, into 73 lots. This is located west of the Town of Wendell. PIN 1773.04-74-1026 - recommended for denial by the Land Development Administrator based on the following: Staff requested three stubs and one easement that may be made public or private in the future. These requested stubs are in the general locations as follows:
1. Between lots 69 and 70 to provide interconnectivity to the 30.8-acre tract of Donald Cooke property;
2. Through lot 15 to provide interconnectivity to the 30.8-acre tract of Betty Johnson; and
3. Between lots 29 and 30 to provide interconnectivity to the 39.12-acre tract of William Hinnant. The William Hinnant tract appears to be landlocked and part of the Donald Cooke tract isolated by a Neuse River Riparian Buffer.
The staff's proposed location of the easement that can be made public or private in the future is along the property line of lots 5 and 6 and would provide interconnectivity or access to a portion of the 12.5-acre tract of Virginia and Ernest Braxton property that is isolated by flood hazard soils.
