The Subdivision Committee will meet earlier the same day at
2:00 p.m.
in Room 704 to consider [S-7-01] Hardship Variance and Preliminary Subdivision Plan for Coley Farm Subdivision Phase III recommended for denial by Subdivision Administration.
Committee of the Whole
:
The Planning Board Committee of the Whole will meet at
2:30 p.m.
on the same day in Room 700 to hear a presentation on "Area Transportation Issues Update" presented by Mr. Scott Lane and Mr. Kenneth Withrow, Capital Area Metropolitan Planning Organization.
NOTE: The Chair shall make appointments to the Subdivision, Code and Operations, and Land Use Committees at the Board's May 2, 2001 meeting.

a. [S-02-01] Preliminary Subdivision Plan for Wilbon Ridge:
Proposal to subdivide a portion of a 41.43 acre parcel, zoned R-30, situated on both sides of Piney Grove-Wilbon Road, south of the intersection with Rouse Road in southern Wake County, into 42 lots.
b. [S-03-01] Preliminary Subdivision Plan for Savannah Ridge:
Proposal to subdivide a portion of a 97.03 acre parcel, zoned R-30 in Wake County's Jurisdiction (area in Fuquay-Varina is zoned R-20) situated on both sides of Wilbon Road, west of the intersection with Old Powell Road in southern Wake County, into 81 lots.
c. [S-04-01] Preliminary Subdivision Plan for Hopson Downs:
Proposal to subdivide a 131.30 acre portion of a 152.32 acre parcel, zoned R-30, situated on the north side of Spence Farm Road, between Piney Grove-Wilbon Road and Old Powell Road in southern Wake County, into 135 lots.
d. [S-06-01] Preliminary Subdivision Plan for Heritage Oaks:
Proposal to subdivide a 7.98 acre parcel, zoned R-40W, situated on the north side of Ten-Ten Road, between Holly Springs Road and Kildaire Farm Road and south of Cary, into 7 lots.
e. [S-08-01] Preliminary Subdivision Plan for Raylon Estates:
Proposed subdivision of 22.58 acres into 17 lots located on the north side of Ferrell Road east of its intersection with U.S. Hwy. 96, zoned R-30.
f. [S-09-01] Preliminary Subdivision Plan for Camp Kanata Subdivision:
Proposed subdivision of 14.99 acres into 12 lots.
g. [S-10-01] Preliminary Subdivision Plan for Wakefield's Oak Grove Phase 2:
Proposal to subdivide a 13.07 acre parcel, zoned R-30, situated west of the intersection of Pippen Road and Shepard School Road, accessed by the existing road system in Wakefield's Oak Grove, into 12 lots.

Preliminary Subdivision Plans (including associated variances) -
[These are applications for approval of preliminary plans for the division of land into lots, which are reviewed for compliance with standards set forth in the County's Subdivision Ordinance. If the plan complies with all applicable standards, the Board must approve it; if not, the Board must either deny it or approve it with conditions specifying actions that will ensure such compliance. These applications may be accompanied by applications for hardship variances from the Subdivision Ordinance's standards, which must be decided before review of the preliminary subdivision plan. The Planning Board may grant a variance only after it hears evidence as to hardships due to the land or parcel, makes findings of fact supported by the presented evidence, and, based on those findings of fact, concludes that: (a) strict application of the relevant standard would prohibit subdivision of the parcel in accord with the spirit and intent of the Subdivision Ordinance because of extraordinary circumstances peculiar to the parcel; (b) the variance is necessary to avoid extraordinary and unnecessary hardship; and (c) the variance will not result in detriment to the public interest or violate the intent and purpose of the Subdivision Ordinance. The applicant bears the burden of presenting sufficient evidence to allow the Board to make findings of fact and reach the required conclusions.]
a. [S-07-01] Hardship Variance and Preliminary Subdivision Plan for Coley Farm Subdivision Phase III
(only if Subdivision Committee has completed its review) Request hardship variance from the Subdivision Ordinance's 900-foot maximum length requirement and proposed subdivision of 10.357 acres into 11 lots, zoned R-30, located on the east side of Walter Myatt Road and west of the Coley Creek Court, which stubs to the eastern property line.
